He is talking about the Current Monetary system and the theory behind it......simply put the theory of the federal reserve printing money at interest to our government and how it effectively can never be repaid. Thus enslaving all of us to a debt that controls us. Buy the money masters and it will explain all of it very well. Until you understand why bankers run us, you won't understand how it effects all policy in Washington D.C.
