That dress is called QiPao. It is a tradtional female dress for Manchuri ethnic in China. But the one she wears has a lof western fashion styles.

This video just shows a hanging peanlty in Britsh ruled Hongkong, probably in early 1950s or 1960s. It was sentenced according to British law by then.Even in mainland China, most death penalties were carried out with injection rather than firing squad.

The last execution in Hong Kong took place in 1966, but capital punishment remained on the Statute Book until 1993, so would have been hypothetically possible when this clip was made.

Presumably this soap opera was made (or set) in the time when Hong Kong was still a British colony, and (until capital punishment was abolished) hanging, not shooting, was the normal method of execution.Despite the melodrama this clip does convey the vileness of capital punishment.
